إِلَّا ٱلۡمُسۡتَضۡعَفِينَ مِنَ ٱلرِّجَالِ وَٱلنِّسَآءِ وَٱلۡوِلۡدَٰنِ لَا يَسۡتَطِيعُونَ حِيلَةٗ وَلَا يَهۡتَدُونَ سَبِيلٗا
Ngọai trừ đàn ông, đàn bà và trẻ thơ thật sự yếu đuối và cô thế không có phương tiện (để di cư) cũng không được ai dẫn đường đi lánh nạn.
